In further illustra- tion along these lines, he said: “If the assessment is made low the rate has to be high; if the assessment is made high the rate has to be made low.” Alderman Bullock - Webster asked a question in regard to contraet work, and- whether the contractor was bound in the con- tract to work the men only a cer- tain number of hours per day and at a stipulated rate of wage, as there had been a question here whether this form of contract was valid. Mr. Weart replied that a con- tract between a municipality and a contractor was just the as if between individuals.
