The mayor of last year has the statement that the general manager of the Bank of Montreal last year advised him in London that if the city could make a flotation of its entire issue of long-term debentures at a cost even as high as 6% per cent., by all means to take it, yet we have the present coun- cil, or at any rate members of the council, turning down of- fers costing the city less than 6 per cent. made present Just stop and think for a moment of the childish ideas members of the council have as to civic financing.
