There is one last question which might be asked in connection with the assessment problem, ‘‘Who is to blame for the waterfront fiasco?”’ Although none of the negotiators, and few of the citizens perceive it very clearly as yet, the whole fight in the assessment dispute raged round the question of the waterfront. If the railway company could hold it idle until after the line is built, its leases will be worth many times over what they would bring today. If equitable taxation were exacted, then it would have forced the railway company to sell or lease a little of it to carry the remainder, and the city would have had a permanent payroll from factories and mills on the waterfront. By having the city’s representatives agree to a lump tax of $15,000 a year, and making this tax cover properties of the development company already assessed to pay over $9,900 taxes, the company man- ages to retain its grip on the waterfront for a paltry $5,000 a year. It is safe to say that no leases will be given until after the line is completed. How little some of the negotiators were qualified for their work hag been shown not only in their agreement, which is riddled with loopholes, but also in their comments since the agreement was made. Even an alderman who recently brought the council to its knees by his threat of having other means to make himself heard, never used those other means to enlighten the public about the economics of the dispute. His only published reference on the matter, apart even from its pitiful childishness of tone, betrays the incompetence and ignorance of the writer. There was only one man on the council whose training and ability fitted him to qualify as a negotiator, and from all accounts he was content to sit back and let his colleagues go ahead. There is no suggestion of blame intended to apply to the members of the council. They were the people’s choice. The work was forced on them. There was no strong and enlightened public sentiment to back them up. Undoubtedly they did the best they could. And they were sincerely of the opinion that the settlement they made was a good one for the city. It was a hopeless task to take any heterogeneous body of men— a capable carpenter, a qualified dentist, a country editor, an excellent haberdasher, a good butcher—and set them up against a company of clever railroad chiefs and corporation lawyers, to’debate a question of economics. The blame neither now nor in the future, can fairly be laid to them. And even the most splendid leadership would have been handi- capped unless it had strong and united backing from the citizens. t The blame goes much further back than January 14th, 1911. It antedates incorporation. It goes back to the time when the original plan of the townsite of Prince Rupert was filed with the Provincial Government at Victoria; before most of us ever knew for a fact that the G. T. P. terminal was to be located on Kaien Island. Though none of us were citizens of Prince Rupert then, the Provincial Government had a sacred trust to protect the interests of the future citizens of the town whose plans were then in preparation. One of those duties was to see that the citizens were not so situated that they would become the prey of corporations and monopolists. How well they kept that trust is seen by the fact that the Provincial Government and the Grand Trunk Pacific divided up the whole of Prince Rupert's waterfront between them. As a consequence, not a stick of timber, nor a sack of potatoes, nor a loaf of bread can enter Prince Rupert without paying tribute to the Grand Trunk Pacific. With standing timber all round us, with every- thing, even to our streets constructed of lumber, and with a need for a permanent payroll in the city, we are obliged to import every foot of lumber, and pay tribute to the Grand Trunk for bringing it into the city over their water-frontage. Contracts for millions of feet of lumber that could have been filled here, and would have given employment to hundreds of men, have been sent—many of them by the G. T, P.—to the mills of Washington, U.S. A. Why have we no saw mill on the waterfront? Perhaps nothing could have saved the situation in the assessment dispute, and in other difficulties which have arisen and which will arise, save the taking away of the reins of municipal government out of politics and out of the hands of the butcher, the baker and the candlestick-maker, and vesting that authority in the hands of a commission of skilled municipal experts. A commission, composed of a skilled engineer with ample authority, an expert financier, and an expert business organiser, would have saved the city thousands of dollars and much bickering. It was the same Provincial Govern- ment that ran its pen through the city’s demand for power to create a civic commission. “It is unusual, and a new thing,” said Mr. Bowser, as he murdered the people’s charter. It was the same Provincial Government that denied to Prince Rupert citizens the right of the Initiative, the Referendum and the Recall. As the author of the city's troubles, the Provincial Government of British Columbia, should not be overlooked. Whether it was because C. M. Hays was here or not the scene at the waterfront Thursday night vas quite the busiest ever in Rupert this season. There was the Prince Rupert there of course, and beside her lay the City of Seattle with a throng of north- bound passengers who streamed ashore for a spell ‘‘to see the sights.” Centre street was al- ready crowded with passengers to and fro when the C. P. R. SS. Princess May arrived with a big crowd for Prince Rupert, and full list for the North. Three big passenger steamers occupied berths close by one another at the wharf, but while the traffic was busiest the Vadso also steamed into the harbor and berthed by the other boats. Just at the height of this festival of waterfront, liveliness in steamed President Hays’s special train from up river passing over™the busy level crossing at Cerntre street with clanging bell, and pulling up in metropolitan style a step or two from the City of Seattle. If the merry ladies and gentlemen from the States were not duly impressed by the stir and bustle revealed to them by their. visit to Rupert they must be. classed with the dumb emotionless green stuff that also comes from Seattle. CLEAR THE RESERVE Orders Given to have the Whole Space Vacated in a Week or so Squatters on the G. T. P. reserve will have to find other quarters. President Hays told Alderman Morrissey last night that orders have been given for the reserve to be cleared, and that it will be entjrely unoccupied in about a week. The houses are destroyed as soon as the tenants and their belongings are out of them. EXTEND WATER SUPPLY G. T. P.
