THURSDAY, J ULY ou Amongst the most valuable of all the tremendous resources available for Prince Rupert in Northern British Columbia are the water power of the district. One of these water powers— a tiny one it is true, but still a water power—Prince Rupert has secured for the city's own exclusive use. It cost the city some $30,000 to purchase the sole use of that water power, and before it can be developed and put to work within the city limits a good deal more money must be spent, provision for which has already been made against the city’s credit. It is not likely that Prince Rupert will be ready to supplant the city’s own 2,500 horse power Woodworth water power by hastily handing over the power franchise to the 25,000 horse power water power which the owners of the Hocsall power can offer, with the many times greater power which the Khatada proposition can place at Prince Rupert's disposal. And yet, while holding on to her own power proposition and taking all possible pride in it, may not Prince Rupert possibly have use before very long for rather more than twenty-five hundred horse power from water? APPLIES CLOSELY TO PRINCE RUPERT. While the problems of municipal government on this con- tinent are such that they present no mean task to the most cap- able men, few would venture to suggest that the best men are giving themselves to this service. Among the best governed cities today are those of Germany, where the social standing of the officials who correspond to our aldermen is such that the position is sought by some of the ablest and most successful men in the community. The mayor is chosen as a railroad president is chosen here, because of his proved abilities in administration, and is frequently not a resi- dent of the city whose affairs he is chesen to direct. Permanent officials are also better trained for their work there than here, as it customary for them to choose the municipal service as a life profession and to undergo special! training, for which ade- quate provision made in the schools and colleges of the country. The public life in the older countries gains by the presence of a leisured class. Men of ability, who have retired from busi- ness and who are willing to devote their energies to the public service, are more numerous there than here. On this continent fewer men retire from business until they are forced to do so by declining years. Our main hope must be that some of our abler business men will recognize that it is a duty, none the less insistent be- is THE DAILY NEWS.
